Federal Reserve Governor Barr Highlights Detroit's Economy and AI Impact

Federal Reserve Governor Michael Barr emphasized the ongoing resilience of the U.S. economy and the unique economic landscape of Detroit in a speech delivered to the Detroit Economic Club on September 29, 2026.

The Governor highlighted Detroit’s continued significance as a driver of American economic growth, while acknowledging the city still faces substantial challenges, most notably an unemployment rate of approximately 11 percent – considerably higher than Michigan’s 5 percent and the national rate of 4.1 percent. Despite this disparity, Barr pointed to a surge in new business formation in Detroit following the pandemic, averaging around 6,000 firms each year and adding approximately 30,000 jobs annually. He also noted the vital role of the automobile industry, with 12 percent of U.S. auto assembly and parts jobs located in the Detroit metro area, and recent growth in national auto sales.

Barr then shifted focus to broader macroeconomic trends, acknowledging the multiple shocks to the U.S. economy in recent years—including the COVID-19 pandemic, the war in Ukraine, rising import tariffs, and the conflict in the Middle East—and the resulting impact on prices. He noted that inflation, as measured by the personal consumption expenditures (PCE) price index, has remained above the Federal Open Market Committee’s (FOMC) 2 percent target for five and a half years, peaking at a 12-month rate of 7 percent in 2022. The Governor specifically cited recent tariff increases and the impact of energy prices stemming from the Middle East conflict as factors contributing to persistent inflationary pressures.

A central theme of Barr’s speech was the potential impact of the ongoing technological revolution in artificial intelligence (AI) on the U.S. economy. He acknowledged the difficulty in assessing the long-term effects of AI on productivity and the labor market, outlining scenarios ranging from a short-term boost to economic activity and price increases for computer chips to potential long-term gains in productivity and living standards. Barr also cautioned about the possibility of medium-term disruptions, including a “J curve effect” where productivity may dip during the initial adoption phase and potential labor market dislocations. He stated the FOMC recently raised short-term policy interest rates to address risks to achieving the inflation target.

While the speech detailed the ongoing economic challenges and the uncertainties surrounding AI, it concluded by emphasizing the need for further policy adjustments to ensure inflation returns to the FOMC’s 2 percent target and to support sustainable economic growth. The Governor’s remarks suggest a cautious approach to monetary policy, acknowledging the need to balance risks to both inflation and the labor market while navigating the complexities of a rapidly evolving economic landscape.
