ICBC Completes RMB60 Billion Tier 2 Capital Note Issuance

Industrial and Commercial Bank of China (ICBC) finalized the issuance of RMB60 billion in 2026 Tier 2 Capital Notes (Series 6) through the Bond Connect program, according to an exchange filing on October 15, 2026. This capital raise is structured as two tranches: a RMB30 billion, 10-year note with a 1.76% interest rate and a conditional redemption option after five years, and a RMB30 billion, 15-year note at 1.95% interest, redeemable after ten years.

The proceeds from this bond issuance, net of associated expenses, are earmarked to bolster ICBC’s Tier 2 capital. This move aligns with recent government efforts to strengthen state-owned financial institutions, including a broader $54 billion capital injection program intended to stabilize the property sector and support economic growth. The issuance underscores ICBC’s proactive approach to maintaining a robust capital structure amidst evolving economic conditions.

The completion of this bond offering comes as Chinese banks navigate margin pressures related to foreign currency deposits, as noted in recent market analysis. While broader economic growth in China is slowing, the government is prioritizing the stabilization of key sectors. This capital infusion for ICBC is demonstrably part of that broader stabilization strategy. The two-tranche structure provides ICBC with flexibility in managing its capital structure and caters to different investor preferences regarding maturity and yield.

The issuance strengthens ICBC’s capital adequacy, providing a buffer against potential risks within the property sector and broader economic uncertainties. The move is consistent with ICBC’s earlier efforts to fully redeem $6.16 billion in Additional Tier 1 Capital Bonds in September 2026, indicating a continued focus on optimizing its capital base.
