ICBC Issues RMB20 Billion Tier 1 Bond Amid Sector Weakness

Industrial and Commercial Bank of China Limited (ICBC) completed the issuance of RMB20 billion in undated Additional Tier 1 capital bonds on September 10, 2026, following a book running on September 8, 2026. The bonds carry a distribution rate of 1.86% for the first five years, subject to adjustment every five years. ICBC retains the right to conditionally redeem the bonds from the fifth anniversary of issuance.

The proceeds from the bond issuance will be used to replenish the bank’s Additional Tier 1 capital, pending regulatory approval. This move comes as the Chinese banking sector faces headwinds, including concerns about asset quality and slowing economic growth. The issuance of additional Tier 1 capital is a common strategy for Chinese banks to bolster their capital adequacy ratios.

Separately, ICBC announced an interim dividend of RMB 1.511 per 10 shares for the six months ended June 30, 2026. Shareholders approved the dividend on September 29, 2026. The bank also held a shareholders’ meeting to approve a profit distribution plan and a general mandate for share issuance.

The issuance of the Tier 1 bond and the dividend declaration reflect ICBC’s efforts to maintain financial stability and provide returns to shareholders in a challenging economic environment. The need to bolster capital reserves through bond issuance suggests ongoing pressure within the Chinese banking system, where non-performing loan ratios and economic slowdowns remain key concerns.
